If it is important to you to actually have them local that would help you narrow it down. With that much of a budget you might want to consider doing it yourself with WordPress which is free and comes search engine friendly. All you would need is a hosting account for about a hundred bucks or less a year, and the built in themes that come with WordPress are good to go as is. If you wanted to change the header image to match your product or site theme you can get someone on fiverr to do it for five bucks. There are standard free, and some paid, plugins available for WordPress that will make it do anything at all that you could possibly want. Just purchase a domain name that has your keyword in it and you are ten steps ahead of most online marketers as far as SEO goes.

You can get a huge burst of traffic from social media sites such as Digg — only if your link is in the homepage. Once your link is pushed to the archives, traffic dries up.
Social media sites depend on the FRESHNESS of the information, while search engine sites depend on the RELEVANCE of the site to the search query and that gives an edge to older pages
For a savvy marketer, he/she needs to utilize and maximize both venues to get the most traffic. The two should work hand in hand, and not one over the other.

If you are using latest Joomla 1.5, login to the backend as administrator.
And go to Site->Global Configuration.
It is again divided into three tabs Site, System and Server.
You need to be in Site and you will find “SEO Settings” on the right hand side.
Just choose “No” for Search Engine Friendly URLs there.
If you are using the earlier Joomla version :
Login as admin to the back end . And go to
Site -> Global Configuration.
Here you see a separate tab called SEO where you can find settings.
